后来发现是因为openstack-nova-cimpute服务导致的问题。

执行/usr/bin/nova-compute
/usr/bin/nova-compute --config-file=/etc/nova/nova.conf

执行下这个命令。然后重启下openstack-nova-compute服务和libvirtd的服务。
问题是解决了，但又出现了新的问题。

在nova.conf文件中添加default中

0 e6 }& S$ O7 U3 K& ^, H* J3 R参数，重启openstack-nova-compute服务即可
